Researched by Industrial Info Resources (Sugar Land, Texas)--Northeast Electric Power Design Institute (NEPDI) (Changchun, Jilin), a regional subsidiary of China Power Engineering Consultancy Corporation (CPECC) (Beijing), signed the survey, engineering and service contract with Shanghai Electric Power Generation Group (SECPG) (Shanghai, China) for the Vinh Tan 1,244-megawatt (MW) coal-fired power plant in Changchun, the capital city of Northeast China's Jilin province, on December 4, 2009. Xu Jinming, president of NEPDI, and Cheng Yuan, vice president of SECPG Engineering Company Limited (Shanghai), among other leaders and representatives, attended the signing ceremony, CPECC announced on December 8, 2009.
The Vinh Tan power project is in Binh Thuan province and is one of the power centers of southern Vietnam. SECPG signed the $1.3 billion engineering, procurement and construction (EPC) contract for the project with The Electricity Group of Vietnam (EVN) (Hanoi, Vietnam) on October 23, 2009. The project will be furnished with two 622-MW subcritical coal-fired units with the adoption of a W-flame boiler developed by SECPG and NEDPI. The project also will be adopted with an improved steel ball mill with double inlets and outlets, as well as seawater direct-cooling technology, and will be connected to the Vietnam national grid via a 500-kilovolt transmission line.
"The project is the first 600-MW unit project under actual implementation in Vietnam," said CPECC in its announcement. "Implementation of the project means that Chinese power equipment and engineering technology occupies the high-end electric power market in Vietnam, and represents Vietnam's total acceptance of Chinese electric power technology and standards. The signing of the engineering contract means the cooperation between NEPDI and SECPG has entered a new stage."
Due to the fast growth in economic development, Vietnam has run into a serious power shortage. The Vietnam government is enhancing its investment in the power sector as well as the cooperation with foreign enterprises. According to the schedule, the project is expected to begin operation in 2013.
