Northern California Power Agency (NCPA) (Roseville, California) is developing the White Slough Generating Station combined-cycle power project in Lodi, California. Project scope includes the addition of a 255-megawatt combined-cycle unit addition to the existing 49-megawatt steam-injected gas turbine.
Combined-cycle plants can be built with two types of configurations: single-shaft or multi-shaft. Single-shaft plants utilize a gas turbine and steam turbine that are connected, driving the same generator. Multi-shaft requires that the gas turbine and steam turbine are not relying on each other, with each driving its own generator. Other components include a switchyard for electrical interconnection, cooling towers, water treatment facility, plus control and maintenance facilities.
Gas-fired combined cycle plants produce emissions of nitrogen oxide (NOx) and carbon monoxide (CO), which are abated by use of the Selective Catalytic Reduction (SCR) technology within the HRSG. This type of plant can provide large amounts of power and has a fast start-up time on short notice, with operational flexibility.
Combined-cycle technology has the potential to repower existing older plants by replacing the boiler with the use of combustion turbine/HRSG such as is being planned for the Humboldt Bay Power Station in Eureka, California.
The White Slough Generating Station will be operated as a peaking plant, running 20 hours a day. Construction is slated towards the end of 2007, with completion scheduled in the third quarter of 2009.
