The U.S. leads the world in liquefied natural gas (LNG) exports, with domestic developers hitting a record-high total volume for offtake agreements in 2025. One of the most widely anticipated developments in the global field is the Port Arthur LNG complex, a joint venture between Sempra Infrastructure and ConocoPhillips on the Texas Gulf Coast. Altogether, Port Arthur LNG has been in development for more than a decade. The nascent plant received authorization from the U.S. Department of Energy (DOE) in 2015 to export any eventual product to countries with which the U.S. shares a Free Trade Agreement (FTA); in mid-2019, the U.S. Federal Energy Regulatory Commission (FERC) granted the parent companies permission to locate, build and operate a natural gas liquefaction and export terminal, while the DOE authorized it to export any eventual product to non-FTA countries.

Location, Location, Location--and Offtake
It is unlikely Port Arthur LNG would have received so much support had it not been so strategically located. Its position in Jefferson County, Texas, gives it access to major natural gas resources such as the Barnett, Eagle Ford and Haynesville shale plays. It also provides direct access to the Gulf Coast, via the Sabine-Neches ship channel.Port Arthur LNG will receive its feedstock from two major pipeline systems, the Louisiana Connector Pipeline and the Texas Connector Pipeline, both of which will link up to various intrastate and interstate pipelines, themselves connected to a variety of major U.S. natural gas supply basins.

But just as crucial to the project's location is its offtake agreements. No sensible developer would approve expenditures on such a massive project if it did not have buyers already locked in. Those who have agreed to buy product from the first two trains include:
- ConocoPhillips, at 5 million metric tons per year
- INEOS Energy Trading, at 1.4 million metric tons per year
- Polskie Górnictwo Naftowe i Gazownictwo (PGNiG), which is Poland's largest oil and gas company, at 1 million metric tons per year
- PKN Orlen, at 1 million metric tons per year
- ENGIE S.A., at 875,000 metric tons per year
