Quadra Mining and Contractors Begin Construction on Carlota Copper Mine in Arizona

During its development period, the mine came close to construction several times, but never reached the milestone due to a lengthy permitting process and market swings

Released Thursday, May 24, 2007

Researched by Industrial Info Resources (Sugar Land, Texas). Carlota Copper Company, a subsidiary of Quadra Mining Company (TSX:QUA) (Vancouver, British Columbia) has begun civil/site prep and earthwork construction activities at a new open pit copper mine and solvent extraction electrowinning (SX-EW) process plant six miles west of Miami, Arizona. Industrial Info first reported on the project in the market analysis stage in 1992. During its development period, the mine came close to construction several times, but never reached the milestone due to a lengthy permitting process and market swings. Uptrending copper prices led Quadra to acquire the Carlota copper project in December 2005, and the company began development almost immediately.

Even though phones have not been hooked up at the site, construction manager, Merit Consultants International Incorporated (Vancouver, British Columbia) has mobilized and is overseeing site civil construction work. Carlota Copper has an office in Miami, Arizona while construction of site facilities are underway.

M3 Engineering & Technology Corporation (Tucson, Arizona) is providing engineering and specification services for the project and is about 50% complete with engineering.

Merit is preparing bid packages for two main mechanical contracts --one for the main process SX-EW equipment setting and structural steel platforms, and the second for piping and raffinate pumps. The mechanical packages will be released starting in July 2007. Mechanical contractors will be selected by September 2007. Site electrical bid packages will follow with selection of the electrical contractor by October 2007. Completion of the $189 million project is expected by the third quarter of 2007.

In 2004, Quadra Mining restarted operations at the Robinson Copper Mine, located near Ruth, Nevada. Quadra purchased the mine in April 2004 from BHP Billiton, which had built Robinson for $250 million in 1996. The Robinson mine had been closed since 1999 due to depressed copper prices. Robinson was Quadra’s first mining operation.
