Construction for the project started during the middle May 2006, and is scheduled for full commercial start-up by the summer of 2008.

The project will consist of adding a 2-on-1 combined-cycle power island to the existing facility. It includes two 172-megawatt natural gas-fired GE Power Systems MS7001FA combustion turbine generators, two Nooter/Erikson heat recovery steam generators and one 204-megawatt GE Power Systems air-cooled condensing steam turbine generator. The project also features state-of-the-art air emissions-reduction technology including selective catalytic reduction (SCR) for the control of NOx emissions and the use of catalytic oxidation for the control of carbon monoxide emissions.

CH2M HILL, headquartered in Englewood, Colorado, provided the engineering, procurement and construction (E+P+C) services for the project, and Lockwood Greene Constructors, a wholly-owned subsidiary of CH2M HILL based in Spartansburg, South Carolina, acted as the general contractor.
