EIA Report for Guanyinyan Hydropower Station Receives Approval

Researched by Industrial Info Resources (Sugar Land, Texas)--The environmental impact assessment (EIA) report for Datang Guanyinyan Hydropower Development Company Limited's (Kunming, Yunnan) 3,000-megawatt (MW) Guanyinyan Hydropower Station project received approval from the Ministry of Environmental Protection (MEP) on December 31, 2010, China Datang Corporation (Beijing) announced recently.

The Guanyinyan Hydropower Station, located at the boundary of Huaping County (left bank) of Lijiang City, in the Yunnan province, and the Rehe district of Panzhihua City, in the Sichuan province, on the middle reaches of the Jinsha River, is the last project of the "eight-step cascade development scheme," which has a total planned generating capacity 20.58 gigawatts.

The power station is planned for the middle stream of the Jinsha River. The main purpose of the project will be power generation, but the facility will also aid in water supply and flood control. The project is mainly comprised of a 159-meter-high concrete gravity main dam, a 71-meter-high earth-core side dam at its left bank, which will form a reservoir with a storage capacity of about 2 billion cubic meters under a normal pool level of 1,134 meters above sea level.

There will be one powerhouse, which will be furnished with five hydraulic-turbine generating units, each with capacities of 600 MW. Total investment of the project will be about $3.86 billion, including $183 million for environmental protection.

Since the taking over of the project in May 2007, China Datang has been actively working on the construction preparation for the project. In September 2010, the supplementary EIA report passed the examination of the expert panel organized by the MEP. On December 24, 2010, the EIA report completed the final call for public participation. The EIA report finally received approval from the MEP by the end of 2010.

The Chinese government has accelerated the approval of large-scale hydropower projects in recent months. So far, five of the eight hydropower projects planned on the middle stream of Jinsha River have received final approval. EIA reports of the once halted Longkaikou and Ludila hydropower projects received approval in July 2010.
