The refinery is one of 10 refineries that IOCL owns and operates in India. IOCL has a combined refining capacity of 1.2 million BBL/d.
Digboi Refinery was commissioned in 1901. In 1923, the refinery was rebuilt and had a capacity of 10,000 BBL/d. In 1996, the crude unit was replaced by a new unit with a 13,000-BBL/d capacity. In 2003, a hydrotreater was commissioned to improve the quality of diesel.
Today, the refinery has three blocks:
- the Fuel Oil Block with a 13,000-BBL/d crude unit, a 1,800-BBL/d catalytic reformer unit, and a 3,400-BBL/d delayed coker unit
- the Hydrotreater Block with a 6,600-BBL/d hydrotreater, a hydrogen unit, a sulphur recovery unit, an amine unit, a nitrogen unit, and a sour water stripper
- the Wax Block, which has a solvent dewaxing unit, a wax hydrofinishing unit, and a wax moulding unit
