Arizona Clean Fuels' Long-Stalled Refinery Could Be First to Be Built Since 1976

Researched by Industrial Info Resources (Sugar Land, Texas)--Arizona Clean Fuels Yuma LLC (Phoenix, Arizona) has received an air permit to proceed with the construction of a 150,000-barrel-per-day (BBL/d) refinery about 40 miles east of Yuma, Arizona, near the town of Tacna in Yuma County. The company anticipates securing financing by fall 2008, allowing it to proceed with construction. The facility will be the first refinery to be built in the U.S. since 1976. Arizona Clean Fuels plans to select a firm in late 2008 to perform engineering, procurement and construction services for the planned refinery, which will produce 85,000 BBL/d of gasoline, 35,000 BBL/d of diesel and 30,000 BBL/d of jet fuel.

The refinery will consist of a crude and vacuum unit, gas concentration unit, hydrocracker unit, naphtha hydrotreater unit, catalytic reformer unit, isomerization unit, distillate hydrotreater unit, butane conversion unit, delayed coker unit, benzene reduction unit, sulfur recovery unit, hydrogen plant and supporting off-site utilities. Site preparation will begin in mid-2009, and construction completion is expected in 2012. The company will produce the cleanest-burning refined products in all of North America. In addition, the refinery will be the first crude oil refinery to be constructed in Arizona.

The state-of-the-art refinery was proposed in Arizona more than 10 years ago. Industrial Info first reported on this project, which was under the ownership of Maricopa Refining Company, in October 1992. The community opposed the project in 1995. In 1999, the company changed its name to Arizona Clean Fuels LLC. The project has been battling community opposition and the difficulty in obtaining permits, and market conditions had caused the project to be delayed.
