Associated Electric Plans $1 Billion Coal-Fired Power Plant in Missouri

Earlier this year, Associated Electric Cooperative, Incorporated (AECI) (Springfield, Missouri) proposed construction of a 600 megawatt baseload coal-fired unit either at a brownfield site (existing site with existing equipment) or a grassroot site (brand new). The decision was reached to build at a grassroot site in Norborne, Carroll County, Missouri. The additional generating capacity is needed to meet customer demand during the next decade.

Coal is making a comeback due to the rising price of natural gas and the demand for affordable electricity, but building a new coal plant can be a long and drawn out process, as well as controversial due to emission regulations and the threat of global warming. The process to receive an air quality permit can take years.

The new plant will be designed to have extensive emission controls, such as a selective catalytic reduction (SCR) unit to reduce NOx emissions, flue gas desulfurization (FGD) scrubber to control sulfur dioxide (SO2), and particulates will be controlled with baghouses.

The project is in a preliminary stage as Associated Electric is still going through the permitting process. If approved, construction could begin as early as 2007, with completion in 2011.

Some of the other coal-fired additions being planned across the country include Consumers Energy’s (Jackson, Michigan) J. H. Campbell Power Station (West Olive, Michigan) Unit #4 addition, Santee Cooper’s (Moncks Corners, South Carolina) Cross Generating Station (Pineville, South Carolina), and Xcel Energy’s (NYSE:XEL )(Denver, Colorado) Comanche Power Station (Pueblo, Colorado) Unit #3 addition. Overall, there are over one hundred coal-fired units in various stages of development.
