Chilean Enap Inaugurates $75 Million HDT Plant to Produce High-Quality Diesel

The Chilean state-owned oil company, Empresa Nacional de Petróleo (ENAP), recently inaugurated a new hydro-diesel treatment plant (HDT) at its Aconcagua Refinery (Valparaíso, Chile's fifth region). This is a part of a large national push to try and meet with today’s international demand for high-quality diesel oil in Chile. This is particularly true for the metropolitan region of Chile, where the new atmospheric prevention and decontamination plans require the use of the fuel with a maximum level of 50 parts per million (ppm) of sulphur.

These recent developments are all a part of ENAP’s plan to improve its fuels quality and efficiency, as well as trying do its part in contributing towards the Chilean energy security. Enrique Davila, the Chief Executive Officer of ENAP, stressed that the new unit’s ultimate goal is to reduce sulphur levels to 10 ppm. Davila further added “this plant represents ENAP’s commitment to clean production as the diesel it produces provides a significant reduction in emissions and guarantees a high level of engine efficiency.”

With a projected daily capacity of 3,500 cubic meters, equivalent to about 22,000 barrels of diesel fuel per day, the HDT unit’s estimated production represents a 40% of the total volume of “Diesel Ciudad” developed and sold by Enap since 2004 in the Metropolitan Region.

Mr. Davila closed by saying that the estimated investment for the HDT project amounts to nearly $75 million. The plant’s basic engineering was awarded to the firms Foster Wheeler, USA and UOP USA, while the construction work was executed by Construcciones y Montajes SA, Chile Initec, and Tecnicas Reunidas SA., of Spain.
