The cornerstone laying ceremony for the Guoxin Siyang biomass power generating project, owned by Jiangsu Guoxin Siyang Biomass Power Generating Company Limited was held in Siyang’s Economic and Technology Zone, on March 27, 2007. Deputy Secretary of the Communist Party China’s (CPC) Jiangsu Committee, Zhang Lianzhen, Deputy Governor of Jiangsu province, Huang Lixin, Major Miu Ruilin, Secretary of CPC’s Siyang County Committee, Shi Peng, and other leaders from the provincial, municipal and county level attended the ceremony. General Manager of Jiangsu Guoxin Assets Management Group, Wang Huirong, gave his welcome address on the ceremony.

Jiangsu Guoxin Siyang Biomass Power Generating Company Limited with registered capital of $7 million is a joint venture between Jiangsu Guoxin Assets Investment and Management Company, Limited (70%) and Jiangsu New Energy Development Company, Limited (30%). The project was approved by the Jiangsu Branch Office of National Development and Reform Commission (NDRC) on March 15, 2007.

The project will be located at Siyang’s Economic and Technology Zone, occupying 10.3 hectares with a total investment of $39 million. The construction of the project includes two 75 ton per hour biomass-fired boilers, two 15MW condensing turbine generating sets, as well as auxiliary facilities. After completion, the project will consume about 220 thousand tons of biomass waste, mainly rice and wheat stalks from rural areas. With an expected annual power electricity output of about 200 GWH, annual production is valued at $16.9 million. The project could bring more than $6.5 million of income to local farmers through the purchase of biomass, as well as create more than 1,000 job opportunities for farming, fuel collection, storage and transportation.

Siyang is a county located in the remote north of Jiangsu. The implementation of the project will have a very important impact on promoting the development of north Jiangsu, increasing farmers’ income, and optimizing the provincial energy structure. Furthermore, the project will promote resource conservation and environment stewardship.
