Researched by Industrial Info Resources China (Beijing, China)--East China Electric Power Design Institute (ECEPDI) (Shanghai), a subsidiary of China Power Engineering Consulting Corporation (CPECC) (Beijing), won the survey, design and engineering bid for China Power International Company Limited's (Hong Kong) 2,000-megawatt (MW), Phase III expansion project at the Huainan Pingwei Power Plant on April 1, 2012. This will build on the cooperation between the ECEPDI and China Power International, the CPECC announced on April 6.
The Huainan Pingwei Power Plant, which is in Pingwei Town, in central China's Anhui province, is owned and operated by Anhui Huainan Pingwei Power Generation Company Limited (Huainan, Anhui), a fully owned subsidiary of China Power International. The power plant currently has four 660-megawatt (MW), coal-fired units with a total installed capacity of 2,540 MW in operation, including 1,320 MW of units built in Phase I and 1,320 MW of units built in Phase II. Construction of Phase I began on September 25, 1984, and the units were commissioned in 1990 and 1992, respectively. Construction of Phase II began in 2005 and both units were commissioned in 2007. All four units in Phase I and Phase II were designed by ECEPDI, and the first unit is the first 600-MW, subcritical, coal-fired unit made in China.
According to plans, two 1,000-MW, ultra-supercritical, coal-fired units will be built in the Phase III expansion, with a total investment of about $1.2 billion. As reported, the feasibility study report for the project passed an examination from a panel of experts in April 2007 and was submitted to the state for approval in late 2007. In late 2011, the project received consent from the National Energy Administration to kick off pre-stage preparation. The project owner officially issued the invitation for bids on supply of turbine, generator and boiler main equipment in November 2011. As per schedule, construction of the project is expected to kick off by the end of this year, and both units will begin operation in 2014.
