First Pump-Storage Power Station in Hunan Starts Official Reservoir Impounding

Researched by Industrial Info Resources (Sugar Land, Texas). Under the mandate of the National Development and Reform Commission (NDRC), the Reservoir Impounding & Acceptance Meeting was held by the Hydropower and Water Resources Planning & Design General Institute, an agency directly under China Hydropower Engineering Consulting Group Corporation (CHECC) (Beijing, China), together with Hunan Provincial Development and Reform Commission and the China Power Investment Corporation (CPI) (Beijing, China), at Changsha, the capital city of Hunan Province on August 1, 2007. An experts panel of the meeting conducted official acceptance on the Phase I project of Heimifeng Pump-Storage Power Station, the first pump-storage power station in Central China’s Hunan Province. They found the power station is satisfactory with the conditions and agreed to start official reservoir impounding for the power station.

Heimifeng Pump-Storage Power Station is located at Qiaoyi Town, Wangcheng County in Changsha City, close to the load center of Changsha, Zhuzhou and Xiangtan regions in Hunan power grid. The power station is 25 kilometers from downtown Changsha, and less than 60 kilometers to Zhuzhou and Xiangtan. The power station is built and owned by Wuling Power Company, Limited (Hunan, China), a subsidiary of CPI, and the first pump-storage power station built by power source development enterprise in China. The power station will be mainly responsible for peak and frequency regulation, phase modulation, as well as emergency backup for the Hunan power grid. Total planned installed capacity is 1,200 megawatts (MW) (comprised of four 300 MW reversible motor-generator units), designed annual peak power output is 1,606 million kWh, annual power consumption is 2,141 million kWh. The power station is to be built in two phases. Installed capacity in Phase I is 600 MW. The upper and lower reservoirs, civil work and metal structure installation of the water passage system will be built all at once.

Construction of various pre-stage preparation of the project was started in January 2004. Construction of the main body engineering was officially started in May 2005. The project is currently in good progress. It is expected that the first unit will be put into operation by the end of 2008.
