North America
Houston Refining LP (LyondellBasell) is continuing with repairs after being forced to shut down the 90,000-BBL/d fluid catalytic cracking (FCCU) 732 unit, on February 16, at its 265,000-BBL/d Houston, Texas, refinery, due to a leak which caused a fire. The duration for repairs is unknown at this time.

Phillips 66 restarted the 7,000-BBL/d Platformer 7 (North NGL) catalytic reformer, on February 28, at its 145,000-BBL/d Borger, Texas, refinery, after it was shut down on February 16 for a planned turnaround.

International
Abadan Oil Refining Company (AORC) restarted six units, on February 29, at its 450,000-BBL/d Abadan Refinery in Iran. The units had been under a planned maintenance shutdown since February 1.

PDVSA is continuing to keep all processing units offline at its 295,000-BBL/d Cardon Refinery in Venezuela, after being forced offline on January 24 due to mechanical issues on the 75,000-BBL/d Crude Distillation 2 unit. Plans are now to restart the Crude 2, Crude 1 and associated units, which have been offline since September 1, 2019, in approximately two weeks.

Chennai Petroleum Corporation Limited (CPCL) has accelerated a 30-day planned turnaround of the 80,000-BBL/d CDU 3 block, which includes five major units, at its 242,000-BBL/d Manali Refinery in India. The turnaround was scheduled to start July 5, 2021, but is now tentatively planned to begin on June 5, 2020.
