PBF Torrance Refining LLC on March 30 reduced operating rates by 30% at its 155,000-BBL/d Torrance, California, refinery due to the COVID-19 pandemic reducing fuel demand.

Valero has reduced production rates by 15% at its 135,000-BBL/d Meraux, Lousiana, refinery, and will be evaluating that rate as driving demand decreases due to COVID-19 pandemic concerns affecting operations. A duration for this event has not been specified.

American Refining on March 27 reduced production rates by 20% at its 10,000-BBL/d Bradford, Pennsylvania, refinery, and will be evaluating that rate as driving demand decreases due to COVID-19 pandemic concerns affecting operations. A duration for this event has not been specified.

International
Reliance Industries Limited (RIL) on March 25 was forced to derate the 380,000-BBL/d CDU 1 and 380,000-BBL/d CDU 2 units at its 760,000-BBL/d Jamnagar SEZ Refinery in India due to low demand as a result of the COVID-19 pandemic. The CDU 1 was derated by 5%, while the CDU 2 was derated by 9%. The units are expected to tentatively resume full throughput by April 14.

Nayara Energy Limited on March 28 was forced to derate its 405,000-BBL/d Vadinar Refinery in India by 22% due to low demand as a result of the COVID-19 pandemic. The units are expected to resume full throughput by April 14. Additionally, Nayara Energy Limited is planning a 30-day, plant-wide turnaround, which includes 10 major units, beginning September 15.

Shell Nederland Raffinaderij BV was forced to shut down processing units at its 404,000-BBL/d Pernis Refinery in the Netherlands due to a power outage that occurred on March 28. The power supply has since been restored, and the units are currently being restarted.
