Surplus. Why yes. Indubitably.
IIR Fundamental Analytics
As the Doors once sang, "You know the day destroys the night. Night divides the day. Tried to run. Tried to hide. Break on through to the other side"
Well, we are witnessing the fundamental day of reckoning. COVID-19 still sows seeds of uncertainty and doubt into the markets -- energy & financials. Protests still indicate divisions throughout the world. And we have tried to run -- the recent rally up to $40. Now we might hide in the form of pulling back; as we recognize that fundamentals still show, "That why yes. Indubitably. We have still been building a Crude & Products surplus according to the EIA Weekly Petroleum Status this whole time." Imagine that. Now what? Well, I guess we will break on through to the other side. Realizing the only thing for certain is we just do not know what the future holds.
So intriguing times indeed are here in North America as one tries to get a good handle on the overall Supply and Demand picture and its impact on the energy industry. Therefore, within this North America Refining Report, IIR hopes to shed some light on what is transpiring from a refinery operations perspective all the way down to the refinery level in Canada. Incorporating a North America Refinery Map as well as Area Chart to illustrate collectively when we can expect refinery capacity to return over the next month or so. For the U.S., IIR is even providing a chart to indicate when we might expect PADDs themselves to become healthier.
Petroleum Refining Highlights
June 26, 2020 PADD I. PBF on June 26 restarted the 55,00-BBL/d Crude 6 at its 165,000-BBL/d Paulsboro, New Jersey Refinery after it was shut for planned maintenance April 1. Previously, the units had been scheduled to restart April 30 but were extended due to COVID-19. Additionally, the 55,000-BBL/d FCCU and 27,000-BBL/d Coker remain offline due to decreased auto fuel demand.
June 25, 2020 PADD III. Valero shut down the 75,000-BBL/d VGO Hydrocracker on June 24 to perform 4 to 5 weeks of planned maintenance at its 230,000-BBL/d Saint Charles, Louisiana Refinery. The refinery continues to operate at reduced rates in addition to its 92,000-BBL/d FCCU remaining offline due to the COVID-19 pandemic affecting product demand and reducing storage capacity. The refinery is expected to remain at reduced rates throughout the duration of the Hydrocracker turnaround.
June 25, 2020 IIR has learned that Pemex TRI's 177,000-BBL/d Ciudad Madero, Mexico Refinery continues to run at lower rates. The refinery is processing 82,000-BBL/d by having the 40,000-BBL/d Crude Combinada BA U110 running at 50% and the 137,000-BBL/d Crude Combo 3 at 45% of normal capacity due to inventory controls related to company finances and COVID-19. Other processing units are kept at 47% capacity. The 30-day planned turnaround on the Crude Combo 3, 30,500-BBL/d FCC2, 9,300-BBL/d Alkylation 2 U 040, 14,500-BBL/d HDS U 600, 40,000-BBL/d HDS U 300 and other associated units in area 3 remains scheduled to occur in October 2020.
June 25, 2020 Petropiar shut down on June 14 its 248,000-BBL/d Petropiar, Venezuela Crude Upgrader due to inventory controls. The plant had been processing 120,000-BBL/d due to Venezuela´s financial constraints and restrictions; plans are to keep it offline for approximately 3-4 weeks.
