Irving Oil, Limited has moved to the environmental permitting phase to construct a second refinery, known as project Eider Rock, in Saint John, New Brunswick. The environmental assessment and engineering will continue through late 2009. The grassroot refinery will be in the Red Head area of Saint John located near the Irving Canaport terminal that is currently under construction. The terminal project is expected to be completed in late 2008. In 2006, the company chose Purvin & Gertz (Houston, Texas) to perform consultant work for the proposed 300,000-barrel per day refinery.

The project is expected to begin site preparation mid-2009 and start-up is expected by 2013. The refinery will process sour crude to meet fuel demand in Eastern Canada and the Northeastern United States. Project Eider Rock refinery will include various process units, steam generating equipment, wastewater equipment, storage tanks, petroleum coke handling facility, and marine terminal facilities. The project will hire over 5,000 workers to construct the refinery and have about 1,000 people employed for day to day operations.

Irving Oil, Limited was founded in 1924 and is a privately-owned refinery employing about 7,000 people. The Saint John refinery was built in 1960 and is Canada’s largest refinery located in Saint John, New Brunswick. The 300,000-barrel per day refinery exports 80% of its petroleum products to United States. In addition, the refinery accounts for 75% of Canada’s gasoline exports to the U.S. and 19% of all U.S. gasoline imports.
