Phase III of China Huaneng Group's Qinbei Power Plant Receives Approval from NDRC

Researched by Industrial Info Resources (Sugar Land, Texas)--The Phase III expansion of China Huaneng Group's (Beijing) Qinbei Power Plant received final approval from National Development and Reform Commission (NDRC) in December 2010, NDRC announced on February 15, 2011.

China Huaneng Group originally planned to build two 1,000-megawatt (MW), coal-fired units in Phase III. However, according to the announcement from NDRC, only one 1,000-MW, ultra-supercritical, coal-fired unit has received approval to replace a larger unit. According to the approval, the unit will be furnished with flue-gas desulfuration and selective catalytic reduction (SCR) for nitrogen oxide (NOx) removal, and will replace 500-MW of small-sized, coal-fired units in Henan province.

Huaneng Qinbei Power Plant is in Wulongkou Town, in the Henan province. The power plant is owned and operated by Henan Huaneng Qinbei Power Generation Company Limited (Jiyuan, Henan), a company jointly invested by China Huaneng Group (55%), Henan Construction Investment Company Limited (Zhengzhou, Henan) (35%), Henan Electric Power Company (5%) and Henan Jiyuan Construction Investment Company Limited (5%) in December 2001.

As the first support power plant for the localization of 600-MW supercritical, coal-fired units, the power plant currently has four supercritical, 600-MW coal-fired units built in Phase I and Phase II. Construction of the two units built in Phase I kicked off in September 2002, and both units were commissioned in December 2004; the two units built in Phase II were commissioned in 2007 and 2008, respectively.

The groundbreaking ceremony for the Phase III expansion was held on October 10, 2008, but progress was delayed due to the impact of the international financial crisis and a change in China's energy policy. According to the latest schedule, construction of the project will begin during the first half of this year, and the unit will begin operations in 2012.
