Planned Overhaul at Steaua Romana Refinery

Researched by Industrial Info Resources (Sugar Land, Texas)--The 4,860-barrel-per-day (BBL/d) Steaua Romana Refinery, operated by Steaua Romana SA (Campina, Romania), will undergo a maintenance overhaul in the third quarter of 2010.

The future turnaround, which will entail mainly cleaning and inspection, is scheduled to start August 7 and will involve the five units of the production area: the crude distillation unit, two vacuum units, the gasoil hydrotreater unit and the lube oil dewaxing unit. Units are expected to be offline for a non-production period of 16 days.

The last overhaul of the refinery took place in January 2009, and units were brought down for 14 non-production days. According to refinery officials, units are shut down as part of inspection activities once a year.

The Steaua Romana Refinery is the smallest of six refineries in Romania. Located in the city of Campina, 100 kilometers north of Bucharest, the plant produces paraffin solvents, Eurodiesel and domestic fuels. Built in 1895, the plant was considered one of the most complete and modern installations in East Europe. For half a century, until the Second World War, the refinery was operated by Deutsche Petroleum AG. After the war, most installations were destroyed. In 1950, the government took control of the refinery, which resumed activities under the name of Steaua Romana Refinery. The plant is now completely privatized.

Romania has six refineries operated by four different companies: the Steaua Romana Refinery; the 68,000-BBL/d Petrotel Refinery, created in 1904 and operated by Lukoil (OTC:LUKOY) (Moscow, Russia); the 89,000-BBL/d Petrobrazi Refinery, built in 1934; the 70,000-BBL/d Arpechin Refinery, built in 1964; the 10,000-BBL/d Vega Ploiesti Refinery, built in 1904;and the 77,000-BBL/d Petromidia Refinery, created in 1970. The Ploiesti and Petromidia refineries were recently acquired by the Rompetrol Group NV (Amsterdam, Netherlands). The Petrobrazi and Arpechin refineries are owned by Petrom SA (Bucharest).
