Port Arthur Plans on $12.9 Billion in Industrial Projects
Earlier this week, Sempra Energy (NYSE:SRE) (San Diego, California) applied to the Federal Energy Regulatory Commission (FERC) for permission to site, construct and operate its $7 billion liquefied natural gas (LNG) facility on the Sabine-Neches Waterway in Port Arthur, Texas.

Researched by Industrial Info Resources (Sugar Land, Texas)--Earlier this week, Sempra Energy (NYSE:SRE) (San Diego, California) applied to the Federal Energy Regulatory Commission (FERC) for permission to site, construct and operate its $7 billion liquefied natural gas (LNG) facility on the Sabine-Neches Waterway in Port Arthur, Texas. The project will consist of two natural gas liquefaction trains that could produce up to 13.5 million metric tons of LNG per year. The authorization query also consists of storage tanks, gas pre-treatment facilities, and associated marine loading facilities. A separate application was filed with FERC for pipelines to deliver natural gas to the project.
While Sempra's LNG facility is the largest facility planned for Port Arthur, it is one of several projects with an aggregate value of $12.9 billion that are planned for construction in the southeast Texas city.
One of these proposed projects is a $1.6 billion ethane cracker to produce approximately 1 million metric tons per year of ethylene by Total Petrochemicals & Refining USA (Houston, Texas), a subsidiary of Total SA (NYSE:TOT) (Paris, France). While the project remains in the early planning stages, it could kick off as early as next year. CB&I Incorporated (NYSE:CBI)(The Hague, Netherlands) is performing design engineering work for the project.
ZeoGas LLC (Houston, Texas) also has plans for the area in the form of a grassroot gas-to-liquids production plant and methanol production unit in Port Arthur. The projects have a combined total investment value of $3.1 billion. The plant will have a processing capacity of 21 million standard cubic feet per day of natural gas from the Haynesville Shale and will be able to produce 16,500 barrels per day of gasoline and 1.8 million metric tons per year of methanol. Amec Foster Wheeler plc (Knutsford, U.K.) is acting as engineering, procurement and construction (EPC) contractor on the project.
Emerald Biofuels LLC (Chicago, Illinois) is planning a $315 million renewable diesel refinery in Port Arthur that is expected to kick off construction in early 2017. The facility will produce 82 million gallons per year of green diesel transportation fuel and 13 million gallons per year of refined co-products from 100 million tons per year of natural oils, waste grease and animal fats using Honeywell (NYSE:HON) technology.
