Researched by Industrial Info Resources China (Beijing, China)--Upon the examination of the bid assessment commission and confirmation of the project owner, Zhejiang Electric Power Design Institute (ZEPDI) (Hangzhou, Zhejiang), a subsidiary of China Energy Engineering Corporation (Beijing), successfully won the engineering service bid for the Nox Control Reformation Project for units 1-3 of Guohua Ninghai Power Plant on March 5.

The Guohua Ninghai Power Plant, located in Qiangjiao Town of Ninghai County in Ningbo City, is built and operated by Zhejiang Guohua Zheneng Power Generation Company Limited (Ningbo, Zhejiang), a company jointly invested by China Shenhua Energy Company Limited (SHA:601088) (Beijing) (60%) and Zhejiang Province Energy Group Company Limited (Hangzhou, Zhejiang) (40%). The plant currently has four 600-megawatt (MW) subcritical coal-fired units that were built in Phase I, and two 1,000-MW ultra-supercritical coal-fired units built in Phase II. Construction of Phase I was officially kicked off in November 2003. Unit 1 was commissioned in December 2005, and all four units were commissioned in November 2006. Construction of Phase II was kicked off in December 2006. The units were commissioned in September and October 2009.

According to the bidding document, ZEPDI will be responsible for the engineering service for the NOx control reformation of the three units. All of the units will be furnished with NOx control devices based on selective catalytic reduction (SCR) technology. With the adoption of designed coal category, the denitration efficiency of these units will not be less than 80% under the boiler maximum capacity rating (BMCR), provided that the flue gas is 100% processed.

As reported, all four units of Phase I in the Ninghai Power Plant were manufactured by Shanghai Electric Corporation Limited (SHA:601727) (Shanghai) with the latest technology of that time. Of which, Unit 4 is furnished with SCR NOx control device, which is the first SCR device purchased through international bidding in China.

In September 2011, China's Ministry of Environmental Protection officially published the revised Emission Standard of Air Pollutants for Thermal Power Plants (GB 13223 -2011), which came into force on January 1, 2012. According to the new standard, all new plants must be furnished with NOx control devices, and all existing plants must be furnished with the device by July 1, 2014.
