China Guodian's First Coal-Fired Project in Hainan Receives Approval from NDRC

Researched by Industrial Info Resources (Sugar Land, Texas)--Following approval of its environment impact assessment (EIA) report from the Ministry of Environmental Protection (MEP) in January 2014, Guodian Ledong Power Generation Company Limited's (Ledong, Hainan) 700-megawatt (MW) Phase I project at the Hainan Southwest Power Plant received final approval from the National Development and Reform Commission (NDRC) on May 19. This is a breakthrough for China Guodian Corporation's (Beijing) first clean coal-fired energy development in Hainan, according to an announcement from China Guodian Corporation on May 20.

The Hainan Southwest Power Plant is located in Foluo Town, Ledong County. Plans for the project include the construction of two 1,135-ton-per-hour (T/h), supercritical, coal-fired boilers, together with two 350-MW condensing steam turbine generating units.
As the first clean coal-fired project to be developed by China Guodian Corporation in the Hainan province, the project will be furnished with a complete set of environmental protection facilities, including a limestone-plaster, wet-type flue gas desulfurization device, with a desulfurization rate of no less than 97%; a combination of bag-house and wet electrostatic precipitator for dust control, with a comprehensive dust-removing rate of no less than 99.94%; a combination of low-NOx burner and selective catalyst reduction (SCR) for NOx control, with a NOx-removing rate of no less than 80%; sewage-water processing; and a direct seawater cooling system.
The project also will be furnished with a 210-meter-high stack, a 50,000-tonnage coal berth, strip-type enclosed coal storage, a seawater desalting system, and an ash disposal field at Fengtang Village.
Central Southern Electric Power Design Institute (Wuhan, Hubei) is responsible for the design and engineering of the project. The main turbine, generator and boiler equipment for the project has been awarded to Harbin Electric Corporation (Harbin, Heilongjiang).
According to the schedule, both units of the project will begin operations in late 2015. Upon completion, the project will greatly alleviate the power shortage in Hainan Island.
