Researched by Industrial Info Resources India (Delhi, India)--State-run Indian Oil Corporation Limited (IOCL) (BSE: 530965) (New Delhi) has selected Optech Engineering Private Limited (Thane, Maharashtra) as the contractor for reconstruction of liquefied petroleum gas (LPG) storage vessels at its LPG bottling plant at Kandla in the state of Gujarat.
According to Indian Oil, Optech Engineering has been selected for the contract through a domestic competitive bidding process. Optech Engineering is engaged in fabrication of pressure vessels and process equipment, execution of turnkey projects for hydrocarbon storage and handling, along with the operation and maintenance of the assets and specialty non-destructive and statutory testing services.
IOCL has planned to reconstruct two150-million-ton LPG mounded storage bullets. The storage bullets were commissioned in 1996. The vessels are designed for storage of both LPG and propane. Since the mounded storage facility was designed before the period of the Oil India Safety Directorate (OISD), it does not fully meet requirements of the OISD-150 standard.
Indian Oil is in the process of complying with the recommendations of the MB Lal Committee at its petroleum oil lubricant (POL) terminal and LPG bottling plants in India. The MB Lal Committee was set up in the aftermath of a major fire that took place in October 2009 at IOCL's POL terminal in Jaipur. The committee made 113 recommendations to be followed by oil marketing companies.
The broad scope of work for this project involves revamping of the facilities to make them compliant with requirements of the OISD-150 standard.
Indian Oil and its subsidiaries account for 47% of the petroleum products market, 34.8% of refining capacity and 67% of downstream sector pipelines capacity in India. Indian Oil has 89 LPG bottling plants, 140 POL depots and terminals, and 10 refineries in India. Indian Oil products include petrol, diesel, auto LPG, aviation turbine fuel, lubricants, naphtha, bitumen, paraffin and kerosene.
