JEPC1 Wins Construction Bid for Huaneng Luntai Cogeneration Project

Researched by Industrial Info Resources China (Beijing, China)--Jiangsu Electric Power Construction No.1 Engineering Company (JEPC1) (Nanjing, Jiangsu), a subsidiary of China Energy Engineering Corporation (CEEC) (Beijing), won the construction bid for Unit 1 of Huaneng Xinjiang Energy Development Company Limited's (Urumqi, Xinjiang) 700-megawatt (MW) cogeneration project at the Luntai Power Plant on November 11, 2013. The announcement was made by the CEEC on November 12.
According to the bid of award, JEPC1 will be responsible for the construction of Unit 1; the cooling system and the circulation water system inside the indirect cooling towers; and the circulation water system for Unit 1 and associated facilities.
The Huaneng Luntai Power Plant is located in the Layisu Petrochemical Industrial Park in Luntai County, in northwestern China's Xinjiang autonomous region. The plant site is about 20 kilometers northwest of Lutai County downtown and 6 kilometers west of Luntai Train Station. The plant plans to have two 350-MW and two 660-MW units constructed in two phases. Two 350-MW, supercritical, coal-fired, indirect, air-cooling cogeneration units, with flue gas desulfurization and nitrogen oxide control devices, will be built in the first stage.
Early in 2011, the project received preliminary approval from the National Energy Administration to begin pre-stage preparation. A groundbreaking ceremony was held in June 2008. Central Southern Electric Power Design Institute (Wuhan, Hubei) was then mandated to carry out detailed design and engineering for the project.
In January 2013, the project received final approval from the National Development and Reform Commission (NDRC). According to the schedule, the first unit will begin operations in April 2015, and both units will begin operations in the first half of 2015.
Upon completion, the project will be able to generate 3.5 billion kilowatt-hours of electricity and supply 7.88 million gigajoules of heat, covering 7.6 million square meters of local residences. It also will supply 300 tons per hour of steam for industrial users in the local industrial park.
