NOx Control Installation Begins at Tampa Electrics Big Bend Station

As part of an ongoing environmental improvement program, Tampa Electric, a subsidiary of TECO Energy, Incorporated (NYSE:TE) (Tampa, Florida), is moving forward with the installation of selective catalytic reduction (SCR) units at the Big Bend Power Station in Apollo Beach, Florida. Just last year, Tampa Electric announced plans to invest over $330 million to reduce nitrogen oxide (NOx) emissions by 80% from 1998 levels by 2010. The Big Bend Station is home to four Riley Stoker coal-fired boilers that drive two General Electric and two Siemens Westinghouse steam turbine generator sets. The first unit commenced commercial operation in 1970, with the fourth and final unit starting up in 1985. In addition to the planned SCRs, each unit at Big Ben is equipped with cold side electrostatic precipitators for particulate control and wet flue gas desulfurization (FGD) scrubbers to reduce sulfur dioxide (SO2) emissions. Low NOx burners are also installed on Units 1 & 2 for NOx emission reductions.
For the SCR unit installations, Tampa Electric selected Sargent & Lundy, LLC (Chicago, Illinois) to provide design and engineering for all four units. Construction of the first SCR unit, installed on Unit 4, is underway and the general contractor for the project is TIC (Steamboat Springs, Colorado). Completion of this unit and the tie-in outage is scheduled for next spring in order for the SCR to be operational by June 1, 2007. Tampa Electric is currently reviewing general construction bids for the Unit 3 SCR installation and plans to finalize that contract by the end of this summer. Construction of the Unit 3 SCR is planned to kick off later this year or early next, with project completion and the tie-in outage scheduled for the spring of 2008. Presently, plans are to release bids for a general contractor for the Unit 1 & Unit 2 SCR installation next spring. Construction for the Unit 2 SCR is expected to commence in late 2007, with project completion expected during the spring of 2009. The last unit planned for the SCR installation is Unit 1, which is expected to begin construction in late 2009, with the tie-in outage planned for spring of 2010.
These projects represent just a fraction of the total environmental compliance spending that is scheduled to take place in the state of Florida over the next several years.
