Researched by Industrial Info Resources (Sugar Land, Texas)--SDIC Huajing Power Development Company Limited (SHA:600877) (Beijing), the listed flagship of State Development Investment Corporation (SDIC) (Beijing), received approval from the National Development and Reform Commission (NDRC) for its 2,400-megawatt (MW) Guandi Hydropower Station on September 10, 2010, SDIC announced on October 8.
Guandi Hydropower Station, which is at the boundary between Xichang City and Yanyuan County in the Liangshan prefecture, in the Sichuan province, is one of the five cascade projects planned for the lower reaches of the Yanglong River. The power station will be furnished with four 600-MW Francis hydraulic turbine generating units. The power station has a reservoir with a total storage capacity of 759.7 million cubic meters, and is capable of producing 11 billion kilowatt-hours of electricity per year. Together with the Jinping I and II upstream hydropower stations, these projects are an important power source in the Sichuan-Chongqing Grid and will supply power to the East China region via the power transmission terminals in Xichang.
Ertan Hydropower Development Company Limited (Chengdu, Sichuan), a subsidiary under the control of SDIC Power, is responsible for the construction and the future operation of the project. Based on the price level in the second quarter of 2007, total investment of the project will be $2.39 billion.
The pre-stage survey for the project began as early as 1993. In September 1997, HydroChina Chengdu Engineering Corporation (Chengdu, Sichuan) completed the feasibility study report for the project, which then passed the examination organized by the former Ministry of Electric Power Industry in March 1998. However, preparation for the project did not begin until October 2004. In July 2007, the revised feasibility study report, together with the project application report prepared by HydroChina Chengdu, again passed the expert panel's examination. According to the schedule, the first unit of the project will begin operation in 2014, and the whole project will be completed in 2016.
