China Huaneng's Shangdu Power Plant Phase III Expansion Begins Full Operations

Researched by Industrial Info Resources China (Beijing, China)--Following the successful commissioning of Unit 5 on August 18, 2011, Unit 6 of the Huaneng Shangdu Power Plant Phase III expansion passed the 168-hour, full-load, continuous trial operation and was handed over for full commercial operations on December 16, 2011. So far, the installed capacity of Shangdu Power Plant has reached 3,720 megawatts (MW), China Huaneng Group (Beijing) announced on December 26.

Huaneng Shangdu Power Plant, which is about 3 kilometers southwest of Shangdu Town in Inner Mongolia, is a key power source point in the northern passage of North China Power Grid's planned route to transmit power to the eastern areas. The power plant is jointly invested by Inner Mongolia Mengdian Huaneng Thermal Power Corporation (Hohhot, Inner Mongolia) (51%) and Beijing Energy Investment Group Corporation (Beijing) (49%). Construction of two 600-MW subcritical units in Phase I began in July 2003, and both units were commissioned in August 2006. The two 600-MW units of Phase II were commissioned in August and November 2007.

Construction on the Phase III expansion began in late 2009, but the project didn't receive final approval from the National Development and Reform Commission (NDRC) until February 2011. Two 660-MW supercritical air-cooling units were furnished in Phase III, with a total investment of about $750 million. Northwest Electric Power Design Institute (Xian, Shaanxi) is responsible for the design and engineering of the project. With the adoption of supercritical technology, the coal consumption in the power supply dropped 15 grams per kilowatt-hour, and the plant service power consumption dropped 2.5 percentage points when compared with a subcritical coal-fired unit of the same size. The project also is the first in Inner Mongolia with a denitration device commissioned simultaneously with the main unit.

With the completion of Phase III, the project owner is working on pre-stage preparation for the construction of two additional 660-MW units in Phase IV.
