Researched by Industrial Info Resources China (Beijing, China)--The environment impact assessment (EIA) report for Huadian Grassroot Ankang's 2,000-megawatt (MW) coal-fired power plant project recently received approval from the Ministry of Environment Protection (MEP), according to an announcement from the MEP on December 4, 2013.

The Huadian Ankang Coal-fired Power Plant, located in Hechi Town, Shiquan County of Ankang City, in northwest China's Shaanxi province, is a key energy construction project in both the nation's 12th Five-Year (2011-15) Development Plan and the Shaanxi Provincial Development Plan. The project is jointly invested by Huadian Shaanxi Energy Company Limited (Xian, Shaanxi) and Chemical Group Company Limited (Xian, Shaanxi). Northwest Electric Power Design Institute (NWEPDI) (Xian, Shaanxi) is responsible for the design and engineering of the project.

According to the approval, the project will be furnished with two 1,000-MW, ultra-supercritical, coal-fired units, together with associated environmental protection facilities in Phase I, with a total investment of about $1.3 billion. The project will use the surface water from Xihe Reservoir on the mainstream of Hanjiang River as its water supply source. It also will use coal produced from Binchang Mining Zone, mixed with some local coal gangue, as its fuel. The project will adopt high-efficiency electrostatic dust remover; low nitrogen oxide burner; selective catalyst reduction (SCR) for nitrogen oxide control; wet-method flue gas desulfurization; and a 240-meter-high chimney for the emission control of air pollutants.

The project received preliminary approval from the National Development and Reform Commission (NDRC) to begin pre-stage preparation in May 2012. Site preparation of the project kicked off in August 2012.

Presently, the government of Ankang City and China Huadian Corporation are working closely in getting final approval for the project. According to the schedule, both units of the project will begin operations in 2015. Upon completion, the electricity generated from the project will be directly transmitted to the Chongqing grid.
