PETROLEUM REFINING HIGHLIGHTS
Nigeria has decided to shut down all its oil refineries as it works to secure funding and a model to upgrade them, as well as cope with low-demand factors, the head of Nigerian National Petroleum Corporation (NNPC) said on Wednesday.

Shell shut down the 25,000-barrel-per-day (BBL/d) Delayed Coker 4 on Monday at its 240,000-BBL/d Norco, Louisiana, refinery due to mechanical issues. The refinery continues to run at reduced rates due to lower fuel demand.

Dongying Lianhe Petrochemical Company Limited has resumed normal operations at its 84,000-BBL/d Dongying China Refinery in China. The refinery began to curtail production by 50% starting January 24 due to the COVID-19 outbreak, and lowered the run cut to 35% on March 23.

Sinopec Beihai Refining & Chemical Company extended planned plant-wide maintenance work at its 130,000-BBL/d refinery in Guangxi, China, due to COVID-19-related health and safety concerns.

The COVID-19 pandemic is hampering construction of new nuclear plants and work at nuclear waste processing facilities in Europe as the industry takes steps to protect workers.

PETROCHEMICAL HIGHLIGHTS
Cornerstone Chemical in Westwego, Louisiana, has postponed all projects until at least March 2021. The facility is running at reduced rates to minimize maintenance needs.

Braskem has put a quarantine in place at its operations in Port Neal, West Virginia, with the continuation of essential operations only. Essential workers are locked in for at least 30 days. All other executive and manager-level personal are not allowed to come back to the plant until further notice. Braskem has pushed a major polypropylene turnaround out to possibly the end of the year.

Flint Hills in Longview, Texas, has all unessential workers working from home. It has operations swapping weeks and running much smaller operating crews for the time being. It was conveyed this practice was in place for all of the company's locations nationwide.

Enterprise Products in Mont Belvieu, Texas, issued a one-week-on, one-week-off shift rotation so it can limit the number of people on site.

Poet Biorefining plants have reduced rates between 50% and 80%. The rates change throughout the week, based on what is needed to meet contract obligations.

METALS & MINERALS HIGHLIGHTS
Even as some mines are just starting to implement care and maintenance (shuttering) procedures and reducing production, some mines are coming back online after being temporally shut due to COVID-19 precautions. Argentina and Spain have declared mining an essential business during the COVID-19 lockdowns, allowing mines to reopen in those countries. Atalaya has restarted its Riotinto copper mine in Spain and Yamana Gold has restarted its Cerro Moro gold mine in Argentina. In Ontario, New Gold has begun ramping up operations at the Rainy River mine following completion of a voluntary 14-day suspension.

The government of Panama has ordered First Quantum to place the Cobre Panama Copper Mine on care and maintenance after a contractor died of COVID-19. One of the world's largest copper ore mines, Cobre Panama has a nameplate capacity of 85 million tons per year. The mine started operations last year.

FOOD & BEVERAGE HIGHLIGHTS
More U.S. and Canadian dairy farmers are being asked to dump raw milk due to a decline in demand for dairy products amid the COVID-19 outbreak.
