REFINING HIGHLIGHTS
Valero's 265,000 barrel-per-day (BBL/d) Jean Gaulin continues processing at minimum rates (50%). Valero will evaluate that rate as demand changes.

Total Raffinerie Mitteldeutschland GmbH has rescheduled a 6-week plant-wide maintenance turnaround at its 240,000-BBL/d Leuna Refinery in Germany. The turnaround was scheduled to kick off in September, but has been rescheduled to kick off in March 2021, due to the impact of COVID-19.

Citgo's 167,000-BBL/d refinery in Lemont, Illinois, continues to operate at a 20% reduction due to COVID-19 and is expected to return to normal operations following the completion of all planned maintenance events.

PETROCHEMICAL HIGHLIGHTS
In Point Comfort, Texas, Formosa has begun to ramp up operations after decreasing staffing levels there and putting projects on hold.

Dow Chemical plans to idle a solution polyethylene (PE) train in Freeport, Texas, and a gas-phase PE unit in Seadrift, Texas. Both will likely shut down near the end of May.

Abu Dhabi Polymer Company (Borouge) has delayed the completion of its Polyethylene Upgrade Project due to COVID-19 The project is now planned to be completed by third quarter of 2020.

Sonatrach and Total's joint venture, STEP (Sonatrach Total Enterprise Polymers), has delayed its $2.5 billion grassroot propylene dehydrogenation/polypropylene project.

Major chemical producers in India - Kribhco, Rama Phosphates Limited and Reliance India Limited have postponed their planned maintenance turnarounds. The turnarounds now are likely to occur in the third or fourth quarter of this year.

A majority of chemical manufacturers in India have resumed production after almost 35 days of lockdown. Companies are running their plants at reduced capacity or with limited workforces after obtaining government approval. Also, Asian Paints has started manufacturing hand sanitizers at its Ankleshwar plant.

POWER HIGHLIGHTS
Recent business shutdowns and changes to normal routines related to mitigation efforts for COVID-19 have caused daily, weekday electricity demand in New York state to decrease by 11--14% in March and April compared with expected demand, after accounting for seasonal temperature changes, according to the U.S. Energy Information Administration. Electricity demand changes in New York state and in New York City, in particular, have been more pronounced than in other parts of the country.

ALTERNATIVE FUELS
Stepan Company's plant in Elwood, Illinois, has halted biodiesel production. The plant is producing hand sanitizer to meet high demand.

FOOD & BEVERAGE HIGHLIGHTS
Meat processing facilities are beginning to reopen their facilities, following closings that lasted for a little as a few days to as long as several weeks. One of the largest pork slaughtering plants in the country, owned by Smithfield, resumed partial operations on May 4.

PULP, PAPER & WOOD HIGHLIGHTS
Kruger Specialty Papers has shuttered its Brompton, Quebec, newsprint, specialty papers and biomass facility indefinitely, affecting 272 jobs.
