While Louisiana's oil and gas sector took a hit from the storm, many of the active projects being tracked by Industrial Info in the state are west of the storm's main pathway.

Among the liquefied natural gas (LNG) projects under construction in Cameron Parish (in western Louisiana's Zone 6) is Venture Global LNG LLC's (Arlington, Virginia) grassroot Calcasieu Pass LNG production and export terminal. The facility will include five production modules, each capable of producing 1.2 million metric tons per year, for a total of 6 million metric tons per year. The project kicked off construction in mid-2019 and is expected to wrap up by early 2022. Venture Global entered into several sales and purchase agreements before the project even broke ground. Other notable Louisiana LNG projects (also in Zone 6) include Cheniere Energy Incorporated's (NYSE:LNG) (Houston, Texas) Train 6 at its Sabine Pass plant. The train will produce 4.5 million metric tons per year of LNG, bringing total annual production capacity to 27 million metric tons. Bechtel Group Incorporated (Reston, Virginia) is providing engineering, procurement and construction services on the project, which is expected to wrap up by the end of this year. Valero Energy Corporation (NYSE:VLO) (San Antonio, Texas) shut down its St. Charles Refinery ahead of the storm. The site is next to one of the company's biggest projects: the construction of a new renewable diesel unit that will increase the plant's renewable diesel production capacity by 400 million gallons per year. The Norco area, where the refinery is located, received some flooding and external power outages, and Royal Dutch Shell (NYSE:RDS-A) (The Hague, Netherlands) reported damage to its refinery in the area, but it is unclear at this time if the storm will have any effect on Valero's planned fourth-quarter 2021 startup of the new unit. Exxon Mobil Corporation (NYSE:XOM) (Irving, Texas) shut down some units at its refining and petrochemical assets in Baton Rouge, but reported no damage and has begun the restart process. In 2019, ExxonMobil began construction of a polypropylene unit addition at its Baton Rouge complex. This second unit will produce 900 million pounds per year of polypropylene. Construction is expected to be completed in 2023. Subscribers to Industrial Info's Chemical Processing Database can click here for the project report.

Other projects underway in the Baton Rouge area include Shintech Incorporated's (Houston) expansion of its vinyls complex in Plaquemine. Shintech is adding a third vinyl chloride monomer unit, a second ethylene dichloride unit, a polyvinyl chloride (PVC) resins unit and a chlor-alkali unit.
