Researched by Industrial Info Resources (Sugar Land, Texas)--The Greater Houston area in Texas covers 10,000 square miles and nine counties, making it a hub of industrial activity. Industrial Info is tracking $12 billion worth of industrial projects that are under construction in the Houston metropolitan area, with most of the activity spread out across a variety of major industrial sectors such as chemicals, power, oil and gas and pharma-bio.
Subscribers to Industrial Info's Global Market Intelligence (GMI) Project Database can click here for a full list of detailed project reports.
The highest-valued project is attributed to Occidental Petroleum Corporation (Houston, Texas), through its chemicals-focused subsidiary OxyChem: a $1.1 billion conversion and expansion of its Battleground Chlor-Alkali Plant in La Porte. The project entails upgrading, modernizing and expanding equipment to increase the production of chlorine and caustic soda; caustic soda is a chemical used in everyday products, as well as food processing and sanitation. Subscribers to the GMI Chemical Processing Project Database can read a detailed project report.
In Oxy's conference call earlier this month, Chief Financial Officer Sunil Mathew said the project is expected to be online next year.
In the Power Industry, 10 projects worth $2.6 billion are attributed to power generation, mostly battery storage. This includes the standalone Castor battery energy storage system (BESS) in Brazoria County, designed to provide up to 205 megawatts (MW) of power. The project is expected to wrap up by the end of next year. ENGIE purchased the asset from former owner Broad Reach Power (BRP). Subscribers to the GMI Power Project Database can learn more from the project report.
But battery storage certainly isn't the only source of power Texas is adding judiciously. Other generation projects underway include the second project to receive a rate-subsidized loan under the government's new Texas Energy Fund (TEF) Loan Program, which is aimed at building new, and adding existing, generation facilities: the addition of two natural gas-fired simple-cycle units, totaling 456 MW in nameplate capacity, at NRG Energy's (Houston) existing TH Wharton Generating Station.
The units "are expected to start bringing reliable power to the constrained Houston load zone in summer 2026," according to a recent press release. For more information on the project and the TEF loan program, see August 18, 2025, article - NRG Secures State Loan for Texas Power Plant Addition.
Much of the oil and gas-related project activity is in Mont Belvieu, a hub for the storage, processing and distribution of natural gas liquids (NGLs), about 30 miles east of Houston on the Gulf Coast. Energy Transfer (Dallas, Texas), along with EPC provider S&B Engineers and Constructors Limited (Houston) is building out the ninth fractionator train at its Mont Belvieu NGL Fractionation complex. Train 9 is designed to add 165,000 barrels per day (BBL/d) of processing capacity to the current 1,050,000 BBL/d. The new train is expected to enter service in the fourth quarter of 2026. Other projects underway include construction of a plant aimed at producing stainless steel pipe and tubes for the oil and gas industry, while a grassroot 600,000-square-foot Tesla Incorporated (Austin, Texas) warehouse in Waller County would support an adjacent energy storage-manufacturing plant. Subscribers can read more information on the steel pipe and warehousing projects, both of which are expected to wrap up in mid-2026.
Much of the $2 billion in Pharma-Biotech project activity is attributed to non-commercial research organizations in the Texas Medical Center, such as the University of Texas MD Anderson Cancer Center--whose two projects account for more than half of the investment value. Subscribers to the GMI Pharma-Bio Project Database can click here for the two project reports.
