Williams Partners Reports No Major Damage from Harvey
Williams Partners' facilities that serve gas and oil producers in the Gulf Coast area experienced no major damage as a result of Hurricane Harvey. The majority of the partnership's facilities required to handle offshore production have been inspected and are ready for service. However, some production remained shut-in pending a pre-start test and the restart of the third-party operated Quintana Crude Oil Terminal. Williams Partners is starting to see some offshore production come back online. For the Transco system, there was about 200 million cubic feet per day of offshore gas supply being shut in by Gulf producers feeding the Transco system on Wednesday. Transco anticipates offshore production to resume over the next few days. Transco has not experienced any operational issues. Williams Partners' gathering systems in the Gulf Coast area were also ready for service following post-hurricane inspections and expected third-party producers to resume flow into these systems by Thursday or Friday. Discovery's Keathley Canyon Connector resumed normal operations on August 28.

Sabine Pass Resumes LNG Ship Loadings
Cheniere Energy's Sabine Pass terminal in Cameron, Louisiana, has resumed ship loading as the first vessel, the Rioja Knutsen, came into port. There were six additional liquefied natural gas (LNG) vessels off of the coast waiting to be loading at Sabine Pass. The last ship to be loaded at the terminal was on August 23, before Hurricane Harvey made landfall. (Plant: 3007400)

Jamaica Refinery Remains Operational Ahead of Hurricane Irma
Petroleum Corporation of Jamaica's 35,000-barrel-per-day (BBL/d) Kingston refinery continued normal operations on Wednesday ahead of Hurricane Irma. A Category 5 storm with maximum sustained winds of 185 miles per hour, Irma was expected to move over parts of the Virgin Islands on Wednesday, pass near or just north of Puerto Rico and be near the Turks and Caicos and southeastern Bahamas late Thursday. According to Industrial Info's database, there are 765 industrial plants that are potentially in Irma's path. (Plant: 1066930)

Petroleum Company of Trinidad and Tobago Limited's 190,000-barrel-per-day Pointe a Pierre refinery remained operating Wednesday ahead of Hurricane Irma. A Category 5 storm with maximum sustained winds of 185 miles per hour, Irma was expected to move over parts of the Virgin Islands on Wednesday, pass near or just north of Puerto Rico and be near the Turks and Caicos and southeastern Bahamas late Thursday. PDVSA's Cuba Refineries Remain Operational Ahead of Hurricane Irma
PDVSA's Cupet Refineries Operations in Cuba remained operational on Wednesday ahead of Hurricane Irma. The refineries include the 65,000-barrel-per-day (BBL/d) Camilo Cienfuegos Refinery; 30,000-BBL/d Hermanos Diaz Refinery; 36,000-BBL/d Habana Nico Lopez Refinery and 7,000-BBL/d Cabaiguan Sergio Soto Refinery. Cuba's national defense system had declared a first-phase notification of the hurricane. The refineries were expected to remain operational until the defense system moved forward with an alert phase. A Category 5 storm with maximum sustained winds of 185 miles per hour, Irma was expected to move over parts of the Virgin Islands on Wednesday, pass near or just north of Puerto Rico and be near the Turks and Caicos and southeastern Bahamas late Thursday. Phillips 66 to Begin Restart of Sweeny, Texas, Refinery in Next 4-5 Days
Phillips 66 expects to begin the restart of its 259,000-barrel-per-day (BBL) Sweeny Refinery in Texas in the next four to five days. The refinery was shut down due to flooding caused by Hurricane Harvey. Repairs were underway, including work on pumps and restoration of hydrogen service by an outside provider. It will most likely take an additional week for all units to come back online, September 17, once the restart process has begun. Fourteen refineries with a combined capacity of 3.58 million BBL/d, or 35% of the capacity in the local market region, were offline as of Tuesday. U.S. retail gasoline prices on Monday averaged $2.68 per gallon (gal), 28 cents/gal higher than prices a week ago (Energy Information Administration). Supply disruptions and refinery outages caused by Harvey continue to affect gasoline supply and prices, particularly along the U.S. East Coast and the Gulf Coast, where gasoline prices were 39 cents/gal and 35 cents/gal higher, respectively, than they were a week earlier, before the full effects of the storm were felt. Site clean-up and minor repairs were underway. Plant personnel have initiated restart of supporting equipment. Fourteen refineries with a combined capacity of 3.58 million BBL/d, or 35% of the capacity in the local market region, were offline as of Tuesday. Citgo Begins Planned Maintenance at Illinois Refinery
Citgo Petroleum Corporation began planned maintenance on Tuesday at its 167,000-barrel-per-day (BBL/d) Lemont, Illinois, refinery. Work on the lone Crude 111, 75,000-BBL/d Vacuum 111 will last 32 days until early October. The 38,000-BBL/d Sponge Coker 113 will be down for 40 days. The 15,000-BBL/d Kerosene Hydrotreater will be down for 18 days and the 35,000-BBL/d Diesel Hydrotreater (ULSD) 590 will be down for 21 days. The refinery manufactures several grades of gasoline, diesel, jet fuel and high-quality hydrocarbon solvents used in the production of paints, adhesives and coatings. (Plant: 1013190)

ExxonMobil Reschedules Maintenance for Joliet, Illinois, Refinery
ExxonMobil has rescheduled planned maintenance at its 230,000-BBL/d Joliet, Illinois, refinery. The work, which was previously scheduled to start this Friday, September 8, will now begin on the weekend of October 6. The work will include 25 days of maintenance on the lone Crude unit. During this time, maintenance will be performed on the four coke drums and two heats of the 59,000-barrel-per-day Delayed Coker. The unit is expected to stay online at reduced rates (50%). The 90,000-BBL/d Reformer PTR and the 80,000-BBL/d Diesel (ULSD) CHD Hydrotreater will be offline for planned work for 21 days. The 98,000-BBL/d FCCU will remain online at reduced rates (estimated at 50%) during the Crude unit outage. Built in 1972, the Joliet facility is one of the newest refineries in the United States (Plant: 1013558)

LyondellBasell's Channelview Ethylene Unit to Resume Operations This Weekend
LyondellBasell Industries' 1.7 billion-pound-per-year OP1 Ethylene Unit in Channelview, Texas, remained off line on Wednesday. The unit has been shut down since August 28 due to Hurricane Harvey. During an attempted restart of the unit, LyondellBasell ran into some complications. Repairs were being conducted and expectations are to resume operations over the weekend. Fifteen ethylene units with a combined capacity of 30.9 million pounds per year, or 65% of the regional market's total capacity, were shut down as a result of the hurricane as of Tuesday. DuPont Begins Restart of LDPE Unit in Victoria, Texas
DuPont has begun restart activities for its 291 million-pound-per-year Low Density Polyethylene (LDPE) unit in Victoria, Texas. The plant was shut down due to Hurricane Harvey. Fifteen ethylene units with a combined capacity of 30.9 million pounds per year, or 65% of the regional market's total capacity, were shut down as a result of the hurricane as of Tuesday. Entergy's Independence Station Unit in Arkansas Offline for Inspection
