Wind energy producers are eager to begin construction on projects this year in order to receive 80% of the 2.3-cents-per-kilowatt-hour production tax credit before it steps down to 60% for projects started in 2018. The Southwest region, with $2.28 billion in planned fourth-quarter projects starts, leads the country in terms of value, followed by the Midwest region, with $1.88 billion in planned starts.
