Pemex's new coker unit project at the Tula Refinery in Mexico, which was placed on hold in early 2019, is currently under assessment to recommence activities. Pemex expects to resume activities in 2021 as part of a recently announced government investment plan. ICA Fluor, for which the contract remains active, has completed 60% of the delayed coker unit construction, and current expectations are to have the construction completed by 2023. The new coker will have a capacity of 83,000 barrels per day.
