Chevron Phillips Chemical Company (The Woodlands, Texas), a subsidiary of Chevron Corporation (NYSE:CVX) (San Ramon, California) and Phillips 66 (NYSE:PSX) (Houston, Texas), is among the top spenders with just a single project: major inspections and repairs to its 1.825 billion-pound-per-year 1544 Ethylene unit at its olefins and aromatics complex in Port Arthur, Texas, to maintain production efficiency.

Chevron Phillips says the ethylene produced from the unit is used in the production of polymers and other products like styrene and antifreeze fluid. Jim Fitterling, the chief executive officer of Dow, acknowledged in a recent earnings-related conference call that global supply-demand fundamentals for ethylene and polyethylene were weak in the first quarter, but noted Dow has "a footprint that is very highly advantaged in North America, Latin America and the Middle East." He added: "Most of the new capacity is in the market already and we're seeing the second consecutive quarter of volume growth, and we're starting to see year-over-year volume growth numbers. So, it feels like we're starting to turn the corner a little bit."
