Researched by Industrial Info Resources (Sugar Land, Texas)--Oil & Gas pipeline projects in the U.S. more often are running into problems with permitting, environmental activism and protests from nearby residents. Spending on pipeline projects under construction in the U.S. is presently highest in West Virginia and Minnesota, and the projects dominating the states have seen their fair share of headaches.

Equitrans Midstream Partners LP's (Canonsburg, Pennsylvania) Mountain Valley Pipeline will carry natural gas approximately 303 miles from northern West Virginia to southern Virginia. The 42-inch-diameter pipe will run 199 miles in West Virginia, transporting up to 2 billion cubic feet per day from the Marcellus and Utica formations, and will tie in with Williams Companies Incorporated's (NYSE:WMB) (Tulsa, Oklahoma) Transcontinental pipeline system in Virginia. The pipeline accounts for more than $1.5 billion in spending in West Virginia, making it one of the highest-dollar states for pipelines under construction.

West Virginia is in the process of water permitting for the pipeline, and the state's Department of Environmental Protection's decision regarding its water quality certification is due November 29. All being well, the pipeline, which has seen total costs of construction nearly double since its inception, has a planned in-service date by the summer of 2022.

But the main challenges to the pipeline come from Virginia, where it has had issues with water permits. However, these challenges may soon be eased. Last month, Virginia environmental regulators issued a draft water quality certification for the pipeline, which, if approved, would help eliminate the obstacles that stand in the way of construction across wetlands and water bodies. The draft certification is open for a public-comment period that will end October 27. Virginia's Department of Environmental Quality will hold public hearings on the draft permit on September 27 and 28. A final decision will be made on the permit by the end of the year. Other pipeline projects in West Virginia include Royal Dutch Shell's (NYSE:RDS-A) (The Hague, Netherlands) 97-mile Falcon ethane pipeline, which extends into Ohio and Pennsylvania, and will supply Shell's petrochemical complex under construction in Monaca, Pennsylvania. Minnesota is propelled into a top pipeline spender with Enbridge Incorporated's (NYSE:ENB) Line 3 Replacement project, which aims to restore the operating capabilities of the older Line 3 crude oil pipeline, which entered service in 1968. The Minnesota portion entails replacing 230 miles of 34-inch-diameter pipe with 36-inch pipe from the North Dakota state line to the Wisconsin border. Other Minnesota pipeline projects under construction include Berkshire Hathaway (NYSE:BRK-A) (Omaha, Nebraska) subsidiary Northern Natural Gas' expansion of its Northern Lights natural gas pipeline, which will include pipeline loops and expansions as well as work at compressor stations (including one grassroot station) to transport up to 75 million cubic feet per day within the state to help supply existing customers and meet peak winter service. The project was issued a favorable environmental assessment from the U.S. Federal Energy Regulatory Commission (FERC) earlier this year, allowing it to move forward. Rounding out the top three states for pipeline projects under construction is Louisiana. One of the key pipeline projects underway in the state is Enterprise Products Partners LP's (NYSE:EPD) (Houston, Texas) Acadian-to-Gillis natural gas pipeline lateral, which will run 80 miles from a gathering system in the Haynesville Shale to Gillis, near Lake Charles, to serve the growing demand from liquefied natural gas producers along the Gulf Coast.
