Researched by Industrial Info Resources (Sugar Land, Texas)--Pembina Pipeline Corporation (NYSE:PBA) (Calgary, Alberta) announced this week it would invest C$880 million (US$648.2 million) in capital projects in 2024, including about C$100 million (US$73.67 million) worth of projects deferred from 2023. "On the major project front, we continue to progress our Phase VIII Peace Pipeline expansion and our RFS [Redwater Fractionation and Storage] IV expansion at the Redwater Complex," said Scott Burrows, the chief executive officer of Pembina, in a recent quarterly earnings-related conference call. "We will continue to bring new pump stations into service before year-end, and we expect the pipeline to be in service in the first half of 2024."
Pembina began construction early this year on an 85-mile segment of the Phase VIII expansion that is designed to carry up to 160,000 barrels per day (BBL/d) of crude from Gordandale to Fox Creek, Alberta. At the RFS complex in Redwater, which is just northeast of Edmonton, Pembina is constructing a fourth fractionation train to process mixed NGLs into 58,000 BBL/d of propane, butane and ethane. The NGLs are to be sourced from the Montney and Horn River formations in British Columbia and Alberta, where drilling activity has been growing. The new train will be supported by a new switchyard with the capacity to load 15 to 20 rail tanker cars at a time. "At our Redwater Complex, we extended an existing 25,000-BBL/d contract that was set to expire in 2027 and now runs through 2032," Burrows said in the conference call. "Further, we continue to advance discussions with customers related to the ongoing contracting of the recently announced RFS IV expansion." He later said Pembina plans to have RFS IV online in the first half of 2026.
Jaret Sprott, the chief operating officer of Pembina, noted in the call that gas-processing subsidiary Pembina Gas Infrastructure is seeing "extremely high" demand, offering strong opportunities to expand and increase utilization. In particular, Pembina's Alliance Pipeline, which runs from northeastern British Columbia to an area near Chicago, Illinois, is seeing strong calls for its services. Alliance is 50:50 owned by Pembina and a unit of Enbridge Incorporated (NYSE:ENB) (Calgary).
Pembina is preparing to begin construction next year on a series of compressor stations to increase throughput capacity on the Alliance mainline from 1.6 billion to 2 billion cubic feet per day. Each will involve the installation of a 15,000-horsepower, turbine-driven compressor gas package. Chris Scherman, the senior vice president of Pembina, noted in the call that the company's propane inventories are much higher now than they were at the end of 2022.
