Houston Refining LP, on August 12, began minor maintenance on the 147,000-barrel-per-day (BBL/d) Crude Still 537 Unit, Sulfur Recover Unit (SRU) 434 and 43,000-BBL/d HDS 633 Diesel Hydrotreater (Ultra-Low Sulfur Diesel) Unit at its 268,000-BBL/d refinery in Houston, Texas. The event is expected to last 19 to 23 days. All previously scheduled turnarounds have been cancelled due to the refinery's planned closure, set for late 2023.

LUKOIL-Volgogradneftepererabotka LLC, in early August, shut down the 30,000-BBL/d Diesel Hydrotreater (GO DT-18/1) at its 334,000-BBL/d Volgograd Refinery in Russia, for minor maintenance and a catalyst changeout. The unit is expected to resume operation by the end of August.
Cosmo Oil Company Limited, on August 13, was forced to shut down the 40,000-BBL/d Fluid Catalytic Cracking (FCC) Unit at its 177,000-BBL/d Chiba Refinery in Japan, due to a fire. The 24,000-BBL/d Hydrodesulfurization Unit (FGD) was forced into a sympathy outage, while the 60,000-BBL/d Vacuum Distillation 2 and 35,000-BBL/d Vacuum Gas Oil Hydrodesulfurization units were reduced to 48,000-BBL/d and 28,000-BBL/d, respectively. Inspections could take a few weeks and the outage could possibly last until September 21, although no final decision has been made at this time.
Homs Refinery Company (HRC) has delayed the restart of the 40,000-BBL/d Crude Distillation Unit (CDU) 1 and 20,000-BBL/d CDU 2 at its 121,000-BBL/d Homs Refinery in Syria. Additionally, the 27,000-BBL/d CDU 3 and 34,000-BBL/d CDU 4 are derated by 20%, and 10 other units by 60%. The units are tentatively expected to come online and resume normal operations by September 15.
