On Tuesday, Kanai Electric Power Company's Unit 3 at the OHI nuclear plant was shut down for regular inspections, which are mandated every 13 months. Unit 4 at Ohi is also scheduled for inspection at the end of next week, leaving the grid with zero nuclear power input. Both units are 1,180-megawatt (MW) pressurized water reactors.
The two units will be assessed under a set of guidelines recently issued by the nuclear regulation authority (NRA) of Japan. In June this year the NRA reported no immediate safety issue at the two units under the new regulations, and allowed them to continue operations until the scheduled outages in September.
The restart date for the two units is now in doubt, as the NRA said that it will not conduct inspections and stress tests of the units until an ongoing investigation is completed into seismic fault lines at the site.
Four Japanese power utilities have applied for permission to restart 12 of the country's shut down reactors. The NRA expects to take about six months to process the application of Hokkaido's Tomari Unit 3, Shikoku's Ikata Unit 3 and units 1 and 2 of Kyushu's Sendai power plant. The best outcome that can be expected by the operators is that there units could be back online by the end of 2013.
