Phillips 66 on June 30 restarted the 120,000-BBL/d FCCU at its 250,000-BBL/d Alliance Refinery in Belle Chasse, Louisiana, after the unit was shut down on June 25. The FCCU will resume operations at a 20% reduction, in addition to the remainder of the plant, due to the ongoing COVID-19 pandemic.
HollyFrontier continues with restart procedures at its 125,000-BBL/d Tulsa West Plant in Oklahoma, after the plant was shut down on June 30 due to boiler issues. Expectations are to return all units to service over the next 24 to 48 hours. All units will resume at a 30% rate reduction as a result of the ongoing COVID-19 pandemic.
Shell Sarnia on June 30 shut down the 42,000-BBL/d Crude 2 for a 14-day minor maintenance (pit stop), which will begin mechanical works on July 7, at its 71,000-BBL/d Sarnia Refinery in Ontario, Canada.
International
BPCL continues to operate its 320,000-BBL/d Kochi Refinery in India at approximately 74%. The 110,000-BBL/d CDU 2 was restarted on July 1 and continues to operate at 85%, after it was forced to shut down on June 23 due to a trip of a pump control system. Meanwhile, six other units, which have been derated by 20% since June 15 due to low demand because of COVID-19, are now expected to gradually resume full throughput by July 10. Additionally, BPCL began a 28-day planned turnaround of the 76,800-BBL/d DCU on June 30, while four other units remain derated by 32% since June 15.
Neste Corporation continues with a staggered maintenance shutdown of multiple units at its 206,000-BBL/d Porvoo Refinery in Finland. The shutdown for mandatory inspections, critical maintenance, catalyst changeouts and end-of-life equipment replacements started in early May and is expected to be finished around mid-July. The remainder of the 2020 turnaround scope is currently expected to be performed in 2021.
Oil Refineries Limited (ORL) has rescheduled a 40-day planned turnaround of the 25,000-BBL/d fluid catalytic cracking unit at its 197,000-BBL/d Haifa Refinery in Israel. The turnaround, which was previously scheduled for July 15, is now expected to begin April 3, 2021. Expectations are to complete repairs and restart the unit by May 12, 2021.
