Researched by Industrial Info Resources (Sugar Land, Texas)--Hurricane Laura came ashore as a very strong Category 4 storm, taking out power for most everyone in the area, downing tall structures, destroying buildings and flooding roadways with storm surges.

More than 310 industrial plants in the immediate area of the storm's landfall have been confirmed offline as a result of the hurricane, and approximately 300 offshore platforms remain offline as damage assessments get underway.

Some industrial plants on the east side of Houston have begun efforts to restart after being spared from significant impact by the storm. Updates on confirmed damage, restart dates and related details will be provided as confirmed by Industrial Info's research teams.

Power Generation
IIR has confirmed that 36 power generation units at nine plants, representing a total of 8,178 megawatts (MW), remain offline in southeast Texas and southwest Louisiana. Currently, there are more than 650,000 customers without power, and that number is expected to increase as the storm continues to move through Louisiana.

Oil & Gas
NGL fractionators in Mont Belvieu, Texas, that reduced capacity or ceased operations late on Wednesday have begun to restart their operations after experiencing minimal impacts.

LNG liquefaction plants on the Texas/Louisiana border remain closed as crews are expected to begin returning to the sites, begin damage assessments and develop restart plans.

An estimated 382 offshore platforms were in the path of the storm, and many remain shut in, impacting approximately 1.7 million BBL/d of oil production and 2.6 billion cubic feet per day (Bcf/d) of natural gas production. Storm inspection crews will be sent out to assess infrastructure for many locations today.

Petroleum Refining
Seven refineries, with a total processing capacity of more than 2.2 million BBL/d, remained offline as of Thursday morning. Five of the refineries were west of the storm's epicenter and are expected to begin the restart process over the weekend. The remaining two refineries, located in Lake Charles, could take up to several weeks to repair and bring back into service.

Chemical Processing
Fourteen ethylene units, totaling 22.6 MM lbs/yr of capacity, along with 19 polyethylene units, were offline as of Thursday morning. Two of these ethylene units, located far west of the storm's path, are expected to begin returning to service today or over the weekend, totaling 5.1 million pounds per year (lbs/yr) of capacity, along with six downstream polyethylene units representing 4.8 million lbs/yr of capacity.
