Petroleos de Venezuela (PDVSA) had been running its petroleum refineries at very low capacities during the last few years. Necessary maintenance, repairs and upgrades of its processing units are still pending.

At present, only two of the five crude units at the 625,000-barrel-per-day (BBL/d) Amuay refinery are online. The online units include the 85,000-BBL/d Crude 1, the 120,000-BBL/d Crude 2 and associated units.

Amuay's 180,000-BBL/d Crude 5 unit was taken offline for repairs to the distillation tower; the 120,000-BBL/d Crude Distillation 4 will remain offline through 2021 while the vacuum tower is replaced; and the 120,000-BBL/d Crude 3 unit has been offline since late December 2017.

The 295,000-BBL/d Cardon refinery is keeping two of its four crude units online, including the 75,000-BBL/d Crude 1 and the 75,000-BBL/d Crude Distillation 2. The 70,000-BBL/d Crude 3 and 75,000-BBL/d Crude 4 units remain offline due to utility issues and financial constraints.
