Researched by Industrial Info Resources (Sugar Land, Texas)--Paraguay's state-owned power utility, Administracion Nacional de Electricidad (ANDE), unveiled its short-, medium- and long-term generation master plan for 2021 through 2040 in May.
The Paraguayan Congress has authorized ANDE to seek financing for a wide range of infrastructure expansion and modernization projects, including battery energy storage systems (BESS) for the first time. The master plan includes the construction of BESS projects amounting to more than 500 megawatts (MW) in generation capacity during the next five years.
In particular, the plan calls for the installation of five lithium-ion BESS facilities at substations in the North, West and Metropolitan transmission systems, as well as construction of a series of small solar photovoltaic plants and hybrid solar and diesel plants integrated with small-scale BESS infrastructure.
These photovoltaic and hybrid plants will be located mainly in the western part of Paraguay, known as Chaco, to be used mainly for peak load shedding. Between 2027 and 2040, the plan calls for the installation of an additional 1.1 gigawatts (GW) in BESS banks at substations and solar and hybrid plants, with the addition of more than 20 small hydropower plants, which have been under development for several years but are currently on hold as a result of pending legislation regarding water use rights.
The development of BESS projects has soared in Latin America in recent years, as private investors aim to integrate energy storage infrastructure in their renewable plants and projects. Public utilities in several countries are developing pilot projects to introduce BESS technologies and to secure and stabilize grid operations as well as secure power supply in remote or isolated areas.
