One of the key issues driving major capital spending for the power industry continues to be environmental compliance spending. In fact, through Industrial Info Resources Environmental Compliance Project Database there are currently 87 projects representing over $8 billion that are scheduled to kick off construction during 2006. Information contained in the database identifies projects that involve retrofits to existing power units in order to reduce nitrogen oxide (NOx), sulfur dioxide (SO2) and particulate emissions. In most cases, installation of equipment to reduce these emissions results in a reduction of mercury (Hg) emissions as a co-benefit.
From the standpoint of NOx reduction projects, there are 40 active projects representing roughly $2 billion anticipated for kick off during 2006. These projects identify existing power units that are planning to install equipment such as selective catalytic reduction (SCR) units, selective non-catalytic reduction (SNCR) units, over-fire air (OFA) systems, low NOx burners (LNB) and other multi-pollutant technology in order to reduce NOx emissions.

In addition to NOx control projects, there are also 46 projects representing over $6 billion dedicated to installing SO2 reduction equipment scheduled for kick off this year. Reduction of SO2 emissions is achieved by retrofitting existing boilers with a wet or dry flue gas desulfurization (FGD) scrubber, which typically is capable of reducing SO2 emissions by 80% or more.
In 2006, over $450 million will be invested in environmental compliance projects such as installing, upgrading or replacing electrostatic precipitators (ESP) and bag houses in order to reduce particulate emissions and improve opacity.
Billions of dollars will be invested over the coming years as power plant owners continue to perform plant retrofits in order to comply with state and federal driven emission control mandates. Recent passage of the Clean Air Interstate Rule (CAIR) and the Clean Air Mercury Rule (CAMR), combined with higher prices for SO2 and NOx emissions credits, are expected to drive aggressive environmental spending through the decade and beyond.
