Certifying Renewable Energy
Australia's government has officially launched a scheme to guarantee the source of renewable electricity used by companies and in the creation of key domestic and export products like green hydrogen.
The Guarantee of Origin (GO) scheme, launched by the country's Clean Energy Regulator, is a voluntary national emissions certification scheme that verifies renewable energy sources, allowing businesses to showcase sustainability and prevent fraud in energy reporting. It is also seen as crucial to the emerging green hydrogen market in proving its clean energy credentials to qualify for government financial support and to make it more attractive for exporting. GOs are hailed by the government a key foundation of its Future Made in Australia program, a 10-year investment strategy that promotes the shift to Net Zero by spending AUD$22.7 billion (US$14.7 billion) in five priority industries: renewable hydrogen, critical minerals processing, green metals, low carbon liquid fuels and clean energy manufacturing. The GO scheme was pioneered by the European Union (EU) in 2011 and similar schemes are now in place in the U.S., Canada and Japan, among other regions.
How It Works
The GO scheme is split into two branches: Renewable Electricity Guarantee of Origin (REGO) and Product Guarantee of Origin (PGO). The REGO will certify renewable electricity and provide a mechanism beyond the existing Renewable Energy Target (RET) and large-scale generation certificates (LGCs) which expire in 2030. It will also include certification of electricity not currently included in the RET, like electricity dispatched from storage or electricity generated below-baseline. The PGO will show where a product has come from, how it was made and the emissions intensity throughout its lifecycle. Initially, it will certify hydrogen from electrolysis and will expand to a range of products including low carbon liquid fuels, green metals, and biomethane.
"GO is a high-integrity certificate scheme that will demonstrate how products are made and attest to their lifecycle emissions, opening access to high-value domestic and international markets that demand low emissions products and transparency," said Assistant Minister for Climate Change and Energy Josh Wilson. "A key tool in the Albanese Government's energy transition toolbox, GO will catalyse the development of renewable hydrogen to the scale we need to power the growth of new industries and jobs, and to decarbonise critical but hard-to-abate industrial sectors."
GO is Good for Green Hydrogen
The government said that GO will play a vital role in accessing the Albanese Government's Future Made in Australia initiatives, which include the Hydrogen HeadStart program, the Hydrogen Production Tax Incentive and the Green Aluminium Production Credit. It has been welcomed by the leading industry group, the Australian Hydrogen Council. "AHC is thrilled to see the Clean Energy Regulator open registrations for Australia's hydrogen certification scheme today, signalling to industry, investors and international partners that we're open for business with a robust methodology to certify low carbon products," commented chief executive officer Dr. Fiona Simon. "Importantly, this certification scheme is aligned with global standards...we can move forward with confidence as we focus on supporting the Australian Government's Future Made in Australia agenda including the second round of Hydrogen Headstart, FMA Innovation Fund, Net Zero Fund and other programs."
