Enterprise Products Partners LP (NYSE:EPD) (Houston, Texas) is expected to complete a large propane dehydrogenation (PDH) unit addition at Mont Belvieu. Enterprise Products is installing two Rolls-Royce RB211 turbines and supporting equipment, plus area utilities in the unit addition, which will produce 1.65 billion pounds per year of propylene, utilizing 35,000 barrels per day (BBL/d) of propane as feedstock. ExxonMobil Chemical (Mont Belvieu), a subsidiary of Exxon Mobil Corporation (NYSE:XOM) (Irving, Texas), is expected to put the finishing touches on polyethylene unit additions at its Mont Belvieu plastics plant. As part of its North American Growth (NAG) project, the company is building two polyethylene units (one linear low-density and one high-density) with a combined capacity of 2.86 billion pounds per year, using feedstock from the related ethylene unit addition planned at ExxonMobil's plant in Baytown, Texas. The project began construction in April 2014, with completion expected by this mid-October. The Petroleum Refining Industry is also seeing noteworthy completions in the last six months of this year. TopSail Energy LP (The Woodlands, Texas) building a $75 million used oil-processing facility in Baytown. On 44-acre site, the company is constructing a 125,000-gallon-per-day used oil re-refinery to recycle and re-purpose used motor oil into marketable feedstocks, fuels and additives. Second-Half Construction Starts
JSW Steel USA (Baytown) will begin construction on a $50 million in additions at a steel mill in Baytown, as part of a three-phase project. The company will install a new descaling system that will use high-pressure water systems and a hot leveler to improve performance and reduce operating and maintenance costs. Phase II includes installation of a 2-inch shearing line to replace two obsolete shearing lines; Phase III includes installation of a new cooling bed. Enterprise Products Partners is performing detailed design for a $50 million ethylene pipeline and ethylene storage cavern conversion at the Mont Belvieu NGL (natural gas liquids) Fractionator Complex in Mont Belvieu. The company will install a 24-mile, 12-inch diameter ethylene pipeline from Mont Belvieu to Bayport, through Enterprise's Morgan's Point ethane export terminal. It will convert a cavern to store 5.3 million barrels of ethylene and inject/withdraw ethylene at a rate of 2,000 barrels per hour (BPH), expandable to 4,000 BPH. The project will kick off this September, with completion expected by mid-March 2018. Gulf Coast Fractionators, a subsidiary of ConocoPhillips (NYSE:COP) (Houston, Texas), is performing a market analysis for a $75 million NGL fractionator train #3 addition in Mont Belvieu. At an existing site with an approximate natural gas fractionation capacity of 145,000 BBL/d, the company plans to construct a new train, and install processing equipment to increase NGL fractionation capacity by 45,000 BBL/d, to bring the total site capacity to 190,000 BBL/d. At a 17-acre site, next to the PDH unit that is under construction, the unit will produce 425,000 metric tons per year of isobutylene.
