The COVID-19 outbreak has caused Klesch Group to delay its plans to take over operations at Curacao's 330,000-barrel-per-day Isla refinery in the Netherlands Antilles in April, replacing Venezuela's PDVSA as the operator. COVID-19-restrictions have stopped personnel from moving from Europe to the island. All processing units, still operated by PDVSA, remain offline due to lack of crude oil and financial issues, and will be kept as such until Klesch Group begins operating the refinery when the situation improves.
