Researched by Industrial Info Resources (Sugar Land, Texas)--The New York Power Authority on Tuesday issued a request for information (RFI) to explore partnering with private-sector entities in renewable-energy development, as part of the utility's plan to develop, own and operate renewable-generation projects and energy storage in New York State. Industrial Info is tracking $27 billion worth of active renewable-generation projects in New York, including about $6 billion that have a medium-to-high (70% or higher) likelihood of beginning construction as currently scheduled, with much of the project activity in the pre-construction stage.

The NYPA will "collaborate with renewable developers, contractors and companies to develop, own and operate renewable energy-generating projects and storage systems, including solar photovoltaic energy, wind energy and battery energy storage," the state-owned electricity supplier said in a press release. NYPA Chief Executive Officer Justin E. Driscoll added the utility wants to "engage with renewable developers directly to identify opportunities in the energy marketplace."

This comes as the 2023-24 state budget provides the utility with "enhanced authority to develop, own and operate renewable energy-generating projects--either alone or in collaboration with other entities," the NYPA said.

A boost to New York's renewable-generation capacity would help the state meet its climate goals, which include renewables accounting for 70% of the state's energy mix by 2030. However, New York State Comptroller Thomas DiNapoli noted in an August report that the state has faced challenges in the past with renewable energy development, and he said New York must triple its renewable capacity by 2030 to reach its goals. Still, Industrial Info is tracking robust project activity in the state, although most of the activity is in the pre-construction stage.

But one effort under construction is attributed specifically to the NYPA, as it makes improvements to the Robert Moses Niagara Hydroelectric Power Station to extend the plant's operating life. The plant utilizes 13 generators at an installed capacity of roughly 2.5 GW.

Among those projects are $134 million in upgrades, expected to wrap up by the end of 2029, which include providing added protection against cyberattacks and replacing mechanical components at the end of their operating life. With a medium probability (70-80%) of moving forward as planned, the NYPA tentatively expects to begin replacing the plant's existing 13 turbines and runners plus balance-of-plant equipment in April via a $650 million modernization project. Click here to read the detailed project report.

The largest solar project under construction is attributed to EDF Renewables, a subsidiary of Electricite de France (EDF) (Paris, France): its $200 million Morris Ridge solar plant in Livingston County, east of Buffalo. The plant will utilize photovoltaic (PV) panels from Canadian Solar (NASDAQ:CSIQ) (Guelph, Ontario) to provide 177 megawatts (MW) of solar generation.

According to the EDF website, the plant will interconnect with the New York power grid, and the company is exploring energy storage for the roughly 1,000-acre site. Among projects in late-stage development, Industrial Info is tracking the construction of Invenergy LLC's (Chicago, Illinois) $600 million Alle-Catt Windfarm in western New York, which sits on about 30,000 acres of private lands across six towns. The wind turbine power plant will utilize more than 100 generators to provide 380 MW of power, enough for 134,000 homes annually. Looking out to 2025, Canadian renewable-energy company Boralex (Kingsey Falls, Quebec) expects its proposed $350 million Fort Covington solar-plus-storage project in Franklin County, will begin construction. It entails constructing a solar facility with a capacity of 250 MW and a paired 77-MW battery energy storage system (BESS). Also expected to begin construction in 2025 is Northland Power Incorporated's (Toronto, Ontario) High Bridge Windfarm in Gulford, in Chenango County. According to the company website, the 100-MW utility-scale wind project will connect to an existing, unnamed New York State Electric and Gas Corporation transmission line to deliver power to the state grid.
