Another of the state's food sector projects garnering attention is the largest expansion in the history of Valley Queen Cheese (Milbank, South Dakota) at its Milbank cheese-processing plant. The expansion will increase the plant's current 200 million-pound annual cheese production capacity by about 50% and lift its annual milk-processing capacity from 1.8 billion pounds of milk to 3 million pounds. Valley Queen estimates that approximately 30,000 cows will be added to its service territory along the I-29 corridor over the next three years, prompting the expansion. Occupying second position in regard to the state's spending is the Pharmaceutical-Biotech Industry. Among the projects to kick off most recently in this sector is the South Dakota Department of Health's expansion of its public health laboratory in Pierre. The Industrial Manufacturing Industry also has a substantial presence in the state. Among South Dakota's largest projects in this industry is RPM Innovations Incorporated's (Rapid City, South Dakota) expansion of its plant in Rapid City to increase the company's directed energy deposition (DED) capacity. DED is similar to a complex 3-D printing process that can be used to manufacture or alter parts by adding a material onto an existing surface and then melting it by various means. RPM employs a powdered substance that is melted with a laser beam. The project entails adding 45,000 square feet to the plant, allowing RPM to triple its DED capacity. The company aims to complete the project and begin moving in DED machines in early 2025. One of South Dakota's most controversial projects of recent times also is undergoing an expansion. The Dakota Access Pipeline was constructed amid a great deal of protest from native populations and environmental groups. Having operated for a few years, operator Energy Transfer LP (NYSE:ET) (Dallas, Texas) is expanding the pipeline's capacity, entailing the addition of a new pump station near Harrisburg.

The project involves installing two 6,000-horsepower pumps to support an increase in carrying capacity from 600,000 barrels per day (BBL/d) to 1.1 million BBL/d.
